THE SITE
The proposal site is located to the south of High Road and to the north of the A13, approximately 560m east of the centre of North Stifford. The image below displays the site context. The site is outlined by the redline boundary.
The process to produce the masterplan for the site is influenced by the local context of the site and the surrounding area. As a result, the early design process considers both the constraints and opportunities available.

Government planning rules mean Thurrock Council needs to maintain a five year supply of land for housing. However, Thurrock Council is failing its housing delivery test and can only demonstrate a 0.91 year supply of land for housing.
In December 2024, the government published the revised National Planning Policy Framework (NPPF) which forms the basis of England’s planning system. This revision to the NPPF introduced the Grey Belt as a new designation within the Green Belt, encompassing previously developed land or other Green Belt land that does not strongly contribute to the Green Belt's core purposes.
